Major Projects and Activities of the NIC District Centre Bilaspur
Sarathi 4.0 Web Based Application is a Comprehensive system for all the activities related to the issuing Computerized Learner License, Permanent Driving License and Conductor’s License at the RLA/RTO offices of the District. This software is implemented in all 4 RLA’s (Bilaspur, Ghumarwin, Sri Naina Devi Ji & Jhandutta) & RTO office Bilaspur.
VAHAN 4.0 Web Based Application is a Comprehensive system to for all the activities related to the issuance of Vehicle Registration Certificate, Fitness Certificate & Permits at the RLA/RTO offices of the District. This software is implemented in all 4 RLA’s (Bilaspur, Ghumarwin, Sri Naina Devi Ji & Jhandutta) & RTO office Bilaspur.
Revenue Department Computerization
The Revenue Department has a great focus, in regards to it’s computerization, not only from NIC but also from the State Government. HIMBHOOMI – Land Records Computerization, HIMRIS – Land Deeds Registration are the major projects being implemented for this department. HIMBHOOMI, which focuses on the operationalization of the Tehsil / Sub-Tehsil computer centers with the latest updated data of land records of all the villages of the concerned Tehsil made available on computers and which is updated immediately whenever any transactions (mutations) take place in the field. This enables common man to take a copy of the Record Of Rights instantly. Tehsil Bilaspur Sadar was the first Tehsil of District Blaspur which was made online on 13th March 2005. At present all the 4 Tehsils namely Bilaspur Sadar, Ghumarwin, Jhandutta, Sri Naina Devi Ji and 3 Sub Tehsils Bharari, Namhol & Kalol are fully computerized as far as Revenue Department Computerization is concerned.
Lok Praman Patra
This is an web based application for the Issuance of 14 types of Certificate namely Agriculture Certificate, Backward Area Certificate, Bonafide Certificate,Character Certificate, Dogra Class Certificate, Freedom Fighter Folder, Income Certificate, Legal Heirs Certificate, Marriage Registration Certificate, Community Certificate,Other Backward Classes Certificate, Passport Verification Certificate, Rural Area Certificate, SC/ST Certificate to the Citizens.
Arms License Issuance System (ALIS) is a Web-based Arms Licensing Issuance System. Starting from cash collection, Detail Entry of the Applicant including online capturing of the Photographs & Signatures of the Applicant finally to arms license delivery by printing the license. The application is implemented in the office of Additional District Magistrate Bilaspur & SDM Office Ghumarwin for the Issuance / Renewal of Arms Licenses.
National Database of Arms License (NDAL) is a web-based application for creation of Arms License Database at National Level. In this application the Unique Identification No. is generated for each license.
Manav Sampada (Personnel MIS)/PMIS
Manav Sampada is a Web Based Application which is a convenient and effective monitoring tool for employees to view their service book details covering personal, professional, family, education, training, leave, loans, ACR, Service History etc. It is of immense benefit to the employees since they can view it from even the remotest corner of the state.
Scheme Monitoring Information System
Scheme MIS is a Web-based Application used by the District Planning office. The software has provision to capture information starting from proposal stage till it is converted to scheme and its monitoring thereafter. The software has benefited the District Administration in Decision making and Monitoring the progress of works done.
Welfare Department Computerization
eKalyan : The disbursement of the pension to the pensioners of various categories like Widows, Old Aged Persons, Handicapped and Lepers is a major task for the welfare department, for which eKalyan software has been implemented. The system helps maintain the pensioner details, ledgers, Money Orders generation on pre-printed Money Orders and numerous reports.
ePehchan : This is an online application which helps the department to issue the certificates to the disabled persons for availing various benefits and concessions from the government from time to time.
Agricultural Marketing Information System (AGMARKNET) http://agmarknet.nic.in/ is a Central Sector Scheme to network Agricultural Produce Wholesale Markets (APWMS), State Agricultural Marketing Boards/Directorates and DMI Regional Offices to collect agricultural produce price/arrival information and dissemination. The AGMARKNET is a web-based application and is operational in District Bilaspur. This project is benefitting the general public, salesman and farmers etc. They can know in advance the prevailing prices of all the commodities in any of the Mandis.
eSamadhan (Online Public Grievance Redressal System)
eSamadhan a webbased system http://admis.hp.nic.in/esamadhan for online grievances monitoring & disposal, covering all departments top from Chief Minister Office down to the District/Sub Division & Tehsil level line departments to immediate redressal of public grievances in a time bound and transparent manner. The portal is connected with SMS Gateway Service through which a person is immediately getting the status of his grievance/complaint directly on his mobile phone.
This is a web-based system implemented at all employment exchanges to computerize registration process of unemployed. It provides features for new registrations, renewal of registrations, updation of registrations with interface for live vacancies.
District Sugam Centre
The Citizen Service Center (SUGAM) is operational at DC Office Bilaspur from Septemper, 2013. The SUGAM center has 6 Counters for delivery of Service to the citizens and a reception for guidance. Sugam Centre Bilaspur provides all the services mentioned below at the Single Place.

The official website http://hpbilaspur.nic.in is CMS based website designed & maintained by NIC District Centre in coordination with the District Administration. The website provides comprehensive information on History, Facts at a Glance, Tourism, Access, Maps, Administration, IT in District, Citizen Services, Martyrs and Gallantry Award Winners, Photo Gallery etc. related to District Bilaspur. This website is the major source of Information for the Citizens. The contents of the website are provided by the District Administration.
District Information System for Election (DISE)
DISE software is used during Vidhan Sabha Elections for Assignment of duties to the Polling Personnel. It is a comprehensive software for three stage randomization of Polling Personnel, Counting Parties for allocation of Duties to the Polling/Counting Personnel during Lok Sabha & Vidhan Sabha Elections.
Through Electoral Roll Management System, draft and final electoral rolls for Panchayati Raj Institutions and Urban Local Bodies are prepared for District after processing electoral rolls data of Election Commission of India.
IVFRT (Immigration, Visa and Foreigner’s Registration & Tracking System)
IVFRT is one of the Mission Mode Project of the Ministry of Home Affairs (MHA) under the National e-Governance Plan (NeGP). The project is implemented at S.P. Office, which has been designated as Foreigners Registration Office (FRO) in the District. The officials of the user department have been trained to use the web-based applications under IVFRT Project. The S.P. office can approve the Hoteliers online at http://indianfrro.gov.in/frro/FormcUsrAppr and the Hoteliers can register themselves at http://indianfrro.gov.in/frro/FormC by filling cForm. The Education Institutions can register the Foreign Origin Students filling sForm at http://indianfrro.gov.in/fsis.
To enhance judicial productivity both qualitatively & quantitatively, to make the justice delivery system affordable, accessible, cost effective & transparent, a NeGP MMP for computerization of courts is implemented at district and taluka courts. In addition to this, CIS – Case Information System is also implemented at all the courts in the district to help court staff for online case filing, case registration, daily proceedings, statistical reports, creation of judgment, query etc.
In an attempt to improve efficiency and responsiveness in administration, NIC has established a Video Conferencing facility in the DC Office. The conferencing system has multipoint conferencing facility also through which many sites can confer with each other simultaneously in continuous presence mode, while many additional sites can be in receive only mode. District Administration utilizes the VC services for the purpose of Review meetings for Centre/State Projects. Video Conferencing for all other departments including District & Session Courts Bilaspur and Chief Information Commissioner, New Delhi is also conducted from NIC VC Room.
NIC District Centre is maintaining the NICNET connectivity for all the user departments in the District which includes the Deputy Commissioner Office, SDM Office, Planning Office, District Courts Bilaspur and Pollution Control Board Bilaspur.
